Hawaii Public Policy Advocates was founded by attorneys and lobbyists Melissa Teves Pavlicek and Stephen M. Teves in 2005 to provide government relations consulting and association management services. Pavlicek and Teves worked together as legislative staff members at the Hawaii State Capitol before going on to graduate from the University of Hawaii’s William S. Richardson School of Law. Together, they are firmly committed to advocacy and promoting public policy that will make Hawaii a better place for the community and their two children.
